Open the google search engine. Type "Blogger" in search bar. Click on first link (create your free blog) in search results. A window will be opened, type your gmail id and password and click on "sign in". Your account at blogger will be opened. Click on an arrow head which is with the "view blog" option.
Some options list will open, click on settings from this list

If you want to change your title, then click on "edit" in front of title bar.If you want to change in your blog URL, then click on edit in front of Address bar this time.
Click on "save change" when you have made all the changes.
How to create the menu Bar?

And then click on "new page" option.
Click on "blank page".
Write the title in front of page. And click on button "Publish".
A window will open, in this window select "top tabs" in front of "show pages as"
