Open the google search engine. Type "Blogger" in search bar. Click on first link (create your free blog) in search results. A window will be opened, type your gmail id and password and click on "sign in". Your account at blogger will be opened. Click on an arrow head which is with the "view blog" option.
Some options list will open, Click on "layout".
If you want to give icon of your blog, then click on "edit" in front of "favicon".
Click on button "choose file",
select your "Icon" from your computer and click on "save" button.
Note:
Only image that is supported in Favicon which has "type" is Icon.
If you want to select the "menu bar" of your own desire.
Click on "edit" in front of "navbar" on the right side of "favicon". Select bar of your desire. Click on option "save".
If you want to have a gadget on your blog e.g translator, popular post and pages view etc. Click on "add gadget"
a list of gadgets will appear, click on your desired gadget,
and click on the save.
